What is a B-BBEE Scorecard?
A B-BBEE scorecard measures a business’s contribution towards South Africa’s economic transformation. Depending on your annual turnover and sector, your organisation will be classified as an Exempted Micro Enterprise (EME), a Qualifying Small Enterprise (QSE), or a Generic Enterprise.
EME
Turnover < R10m
Automatic Level 4 or Level 1/2 with Black ownership.
QSE
R10m – R50m
Simplified scorecard or affidavit depending on ownership.
Generic
Turnover > R50m
Full 5-element generic scorecard verification.
5 Key Scorecard Elements
Generic scorecards assess five primary pillars. Achieving balanced progress across these elements is key to securing higher recognition levels.
Ownership
Measures voting rights, economic interest, and net value held by Black shareholders.
Management Control
Evaluates board participation and executive management representation across demographic tiers.
Skills Development
Focuses on training expenditure, learnerships, and accredited workforce development for Black employees.
Enterprise & Supplier Development (ESD)
Combines preferential procurement from compliant vendors, enterprise development, and supplier growth support.
Socio-Economic Development (SED)
Direct financial or in-kind contributions towards community development and social upliftment.
